BACKGROUND: 

On May 21, 2024, the Board of County Commissioners approved Interlocal Contract No. 3136 with the Regional Transportation Commission of Southern Nevada (RTC) to improve public messaging and response in real time to construction impacts on transit and traffic management operations within the jurisdictions of Clark County, City of Las Vegas, City of North Las Vegas, City of Henderson, City of Boulder City, and City of Mesquite (collectively "Entities). Interlocal Contract No. 3136 identified RTC as the lead agency and responsible party for all costs associated with the project. The project constitutes a regional strategic plan for work zone coordination, and will focus on impacts to 80-foot and greater right-of-way roadways, which comprises the majority of RTC transit routes and signalized intersections.

Contract No. 24-144AR Real-Time Work Zone Coordination and Notification between RTC and One Network USA, Inc. will allow RTC to engage in a pilot project with One Network USA, Inc. which will be managed by the Freeway and Arterial System of Transportation (FAST). The intent of the pilot project is to increase communication and visibility related to work zones and event related traffic interruptions by implementing a system that will provide real-time work zone locations and data via the One.Network platform. If the pilot project is successful, FAST will coordinate with the other agencies to incorporate this messaging system into their jurisdictions. The attached interlocal agreement will allow Clark County and City of Las Vegas to have access to One.Network's platform as a sublicensee of the RTC. The time of performance is effective until May 31, 2025, unless time extensions are granted.

The District Attorney's Office has reviewed and approved the interlocal agreement as to form.
