BACKGROUND: 

The Art Committee was created in accordance with Clark County Code 2.90 and pursuant to the authority established by the Board of County Commissioners through Agenda Item 49 approved on December 4, 2012.  The Art Committee bylaws require that the committee consists of seven (7) artists, art professionals, and other County residents with art expertise.  These individuals evaluate proposed and existing County development projects, select sites for which art will be commissioned, and recommend approaches and budgets for commissioning artworks for each site.  Of the seven members two (2) are arts faculty members from accredited institutions of higher education in Clark County; one (1) is a professional architect or landscape architect; and one (1) is an arts staff member from a local entity within Southern Nevada, excluding Clark County.  The remaining positions are filled by independent professional artists, if such individuals are available to serve.  Members are chosen by the Department of Parks and Recreation, and the Board of County Commissioners must ratify the appointment.

There are currently vacant seats on the Art Committee.  Sean Russell (Mr. Russell) will fill the seat for an arts faculty member and this will be his first term.  Jerry Schefcik (Mr. Schefcik) will be reappointed to continue to fill the seat of the UNLV Art Represenative and this will be his second term.

Mr. Russell is the Chair of the Department of Fine Arts at the College of Southern Nevada and is a visual artist and educator. He holds an MFA from UNLV and a BFA from the University of Wisconsin. He has also studied at Northbrook College of Arts in Worthing, England. Mr. Russell has exhibited numerous pieces of artwork throughout Nevada and has facilitated showcases at CSN.  Additionally, Mr. Russell has contributed to public art throughout the community by creating the Centennial Mural and designing artwork for the Zap utility box project. He holds multiple collections in different Nevada facilities including the Marjorie Barrick Museum, Leigh Yawkey Art Museum, Las Vegas Clark County School District, and Nevada State University.

Mr. Schefcik has a BA in Art and Design from Brigham Young University and an MA in Art History and Museum Training from the University of  Denver.  In 1989, Mr. Schefcik became the Curator of the Donna Beam Fine Art Galery at UNLV, and he was promoted to Director of Galleries in 1991.  As the Director of Galleries, Mr. Schefcik oversees the Donna Beam Gallery and six (6) satellite galleries throughout the UNLV campus.  He also teaches the three-part Gallery Practices Series and supervises the gallery internship program.  In addition to his responsibilities at UNLV, Mr. Schefcik currenlty serves as chair of the Board of the Nevada Arts Council.  He is a past Commissioner for the City of Las Vegas Arts Commission, a board member of the North Las Vegas Arts and Culture Commission, and a member of the RTC Arts in Transit Advisory Council.

The Department of Parks and Recreation requests approval of Mr. Russell's appointment.
