BACKGROUND: 

The Regional Transportation Commission of Southern Nevada (RTC) has approved the Lamb Boulevard at Colorado Avenue and Las Vegas Boulevard at Richmar Avenue and Shelbourne Avenue project on its annual Capital Improvement Program from its Highway Improvement Acquisition Fund - Fuel Revenue Indexing for Fiscal Year 2026.

Interlocal Contract No. 3258 provides funds for construction of the subject project. The project consists of median improvements at the intersections of Lamb Boulevard and Colorado Avenue, Las Vegas Boulevard and Richmar Avenue, and Las Vegas Boulevard and Shelbourne Avenue. Improvements include installation of concrete median islands, modification of existing median islands, and striping and signing improvements. The design for the project was funded by Clark County. The design is at least 90 percent complete, and all necessary right-of-way to construct the project has been obtained. The term of the contract is effective until June 30, 2031, unless time extensions are granted.

RTC has prepared Interlocal Contract No. 3258 for the Board's consideration. RTC approved the interlocal contract at its meeting on March 12, 2026.

The District Attorney's Office has reviewed and approved the interlocal contract as to form.
