BACKGROUND: 

On March 7, 2024, the Clark County Debt Management Commission adopted a resolution regarding Henderson District Public Libraries request to submit a ballot question to the voters authorizing a levy of an additional property tax rate in the amount of up to 2 cents per $100 assessed valuation for library purposes. On March 21, 2024, the Board of Trustees of the Henderson District Public Libraries adopted a resolution calling for an election on levying a special elective tax for Henderson District Public Libraries.

Pursuant to NRS 295.121 (1)(b) the Clark County Board of Commissioners (Board), in consultation with the Registrar of Voter shall appoint three members to each committee (a member cannot serve on both committees simultaneously), and that if the Board is unable to appoint three to each committee, less than that number can be appointed. Additionally, if the Board fails to appoint a committee, the Registrar of Voters, in consultation with the district attorney shall prepare the argument.

Clark County Registrar of Voters solicited and received applications from citizen volunteers to serve on the 2024 Henderson Library District Special Elective Tax Question Ballot Committees. The Registrar of Voters only received applications for volunteers to write arguments in favor the ballot question. These applications are provided as part of this agenda item.
