BACKGROUND:
On May 5, 2020, the Board of County Commissioners (BCC) approved the submission of the FY2020-2024 Community Development Block Grant (CDBG) Capital Improvement Plan (CIP), including the associated project list and authorization for staff to submit the CDBG Pre‑Award Approval Request to HUD. That CIP was later included in the FY2020-2024 Consolidation Plan approved by the BCC on July 7, 2020; the final submission included $3,243,980 for the Clark County Department of Juvenile Justice Services for the development and construction of the Sunrise Park Multi‑Use Facility.
On March 18, 2025, the BCC approved the reallocation of FY2020-2024 CDBG funds to other eligible projects due to grant spend timeliness constraints. Because the Sunrise Park project was not yet ready to proceed, that project funding was included in reallocated funds to Southern Nevada Regional Housing Authority (SNRHA), leaving $401,716.01 remaining for Sunrise Park within the FY2020-2024 cycle.
On July 1, 2025, the Board of County Commissioners approved the submission of the FY2025-2029 HUD Consolidated Plan and the FY2025-2026 Action Plan for Housing and Community Development. This plan included de-obligated funds of $2,440,339 plus $401,924.99 in contingency funds, for a total of $2,842,263.99 in FY2025-2026 funds available for reallocation.
The original CDBG award of not more than $3,243,980 in CDBG funds for the development and construction of the Sunrise Park Multi‑Use Facility will now consist of $401,716.01 from FY2020-2024 CDBG funds and $2,842,263.99 from FY2025-2026 CDBG funds.
This agenda item is to approve submission of an Amendment to the FY2025-2029 HUD Consolidated Plan and FY2025-2026 Annual Action Plan to reallocate $2,842,263.99 in unobligated/de‑obligated CDBG funds to the Clark County Department of Juvenile Justice Services to support the development and construction of the Sunrise Park Multi‑Use Facility.
This action does not constitute a substantial amendment for the Sunrise Park Multi‑Use Facility project; rather, it is a standard amendment to reallocate existing CDBG funds to support project construction.
The District Attorney’s Office has reviewed and approved this item as to form.
