BACKGROUND: 

The District’s Plant Operations utilizes wastewater pumps that are critical to meeting the requirements of the National Pollutant Discharge Elimination System (NPDES) effluent discharge permit. This contract will provide access to a highly specialized off-site machine shop, with heavy equipment and industrial parts that are necessary for repair of these large and intricate pumps. Additionally, this contract will include the reconditioning, overhauling, and installation services of pumps and other related equipment used in wastewater processing and conveyance.

An Invitation to Bid (ITB) No. 230008, for Pump Repair and Maintenance Services, was advertised on February 23, 2023, in the Las Vegas Review Journal and posted on the District Website. On April 6, 2023, four (4) firms responded by submitting bids. The bid results are as follows (the noted "corrections" accounted for mathematical discrepancies found during bid evaluation). Staff will submit an annual report to the Board detailing incurred expenditures.

Staff recommends that the bid be awarded to RediPump, LLC as the lowest responsive and responsible bidder. The following are the pertinent provisions of the contract:
• The initial term of the contract is from the date of award through July 17, 2024;
• The contract includes the option to renew for four (4) additional one-year periods, with a price increase not to exceed 10% for each year of the contract term;
• This contract includes the District's option to terminate or suspend for cause or convenience with advance written notice.

In accordance with NRS 332.065, if the governing body or its authorized representative has advertised for or requested bids in letting a contract, the governing body or its authorized representative must award the contract to the lowest responsive and responsible bidder. RediPump, LLC currently holds a Clark County business license.
