BACKGROUND: 

The purpose of the Citizen Participation Plan (CPP) is to provide a framework and process for citizen participation in the Clark County Consortium's planning efforts for our HUD five-year Consolidated Plan and associated documents.  The Consolidated Plan is a roadmap for the use of the County's U.S. Department of Housing and Urban Development (HUD) entitlement grants (Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships (HOME) programs). 

This Citizen Participation Plan is prepared and implemented in accordance with the guidance provided in HUD's citizen participation requirements (24 CFR Part 91.105).  The plan sets forth the policies and procedures for providing citizens and other interested parties with opportunities to participate in an advisory role in the planning, implementation, and evaluation of the CDBG, ESG, and HOME programs.

This Citizen Participation Plan will be submitted to the U.S. Department of Housing and Urban Development along with the FY 2025-2029 HUD Consolidated Plan and the FY 2025 Action Plan.  There is no fiscal impact for this item.
