BACKGROUND:
Clark County Social Service (CCSS) received $690,821 in FY 2022/2023 Emergency Solutions Grant (ESG) funds. Local nonprofit agencies applied for funding detailing proposed projects, budgets, and information concerning their nonprofit status and agency management. The Community Development Advisory Committee (CDAC) and Southern Nevada Continuum of Care Evaluation Work Group reviewed all applications. This group recommended projects that would most closely support our community's initiative to end homelessness needs and made allocation recommendations accordingly.
On March 1, 2022, the Board of County Commissioners approved the recommended allocation of ESG funds, of which $414,492 was designated for Emergency Shelter and $214,018 was designated for Rapid Rehousing.
On January 16, 2024, the Board of County Commissioners approved the reallocation of $77,989 in ESG funds, originally awarded to El Shaddai Refuge Homes Community Development Corporation and Refuge for Women Las Vegas to eight (8) agencies: Family Promise Las Vegas ($10,748), HELP of Southern Nevada ($10,748), Lutheran Social Services of Nevada ($8,083), Nevada Partnership for Homeless Youth ($10,748), S.A.F.E. House ($10,748), Safe Nest ($10,748), The Salvation Army ($8,083), and St. Jude's Ranch for Children ($8,083); and extended the awards through June 30, 2024.
In May 2024, Lutheran Social Services of Nevada advised CCSS of their inability to spend the full amount of their award. Per the CDAC directive for additional or returned awards, the funds are to be distributed evenly among the remaining providers by program type. These unspent funds are being recommended for reallocation to remaining provider St. Jude's Ranch for Children: Homeless Youth Families program ($90,686, bringing the award to $113,969.03). This award is also to be extended through 10/15/2024.
