BACKGROUND:
This Interlocal Contract authorizes DWSS and DHCFP to provide the administrative services necessary to implement the program of medical assistance to individuals who meet financial and medical eligibility criteria, and the County to provide the non-federal share of costs to DHCFP for medical, administrative and transaction expenditures incurred as a result of this medical assistance program. Eligible Medicaid recipients covered by this contract meet institutional level of care criteria and are provided with either institutional or community-based waiver services. The contracts states that DWSS will use criteria to determine resident eligibility that includes a percentage of the Supplemental Security Income Federal Benefit Rate prescribed annually by the Director. The Interlocal contract states that DHCFP will invoice the County retrospectively, on a monthly basis, based on actual expenditures as determined by the criteria established and set forth in the Division's Title XIX State Plan and related policies and procedures. DHCFP will also re-determine administrative costs each fiscal year based on negotiation with the fiscal agent and DWSS studies and notify the County of the administrative cost per case and the methodology used to make the determination at the beginning of the fiscal year. This contract also authorizes the County to pay an up-front reserve balance to DHCFP which will be determined by the DHCFP based on a monthly average of the previous state fiscal year within thirty (30) working days of the receipt of the notice.
