BACKGROUND:
To be designated as a hearing officer for Clark County, an individual must meet the following requirements of the Clark County Code: 1) Be a resident of the state of Nevada; 2) be either a graduate of an accredited law school or a graduate of an accredited four-year college with at least five (5) years' experience in public administration; and 3) complete a four-hour course of classroom instruction in administrative law provided by the Office of the District Attorney prior to conducting administrative hearings. Susan Bush and Sam Bateman have successfully completed or will complete the required classroom instruction and are otherwise qualified pursuant to Code requirements. Lucinda Coumou, Adam Edwards, Robert Gower, Brian Rutledge and Holly Stoberski have previously completed the required classroom instruction and continue to be qualified pursuant to Code requirements.
The pool will serve as hearing officers primarily for the Department of Administrative Services and the Department of Business License. Susan Bush and Sam Bateman will be the two (2) primary hearing officers for hearings held pursuant to Clark County Code Chapter 2.38, which is commonly referred to as the "Whistleblower" ordinance, as well as for hearings held pursuant to Clark County Code Chapter 24.40 relating to storm sewer system discharges, and for any hearings that might otherwise arise for other Clark County departments.
The Board is asked to appoint Susan Bush and Sam Bateman as Clark County hearings officers for a term ending January 2, 2028. Furthermore, the Board is asked to continue the appointment of Lucinda Coumou, Adam Edwards, Robert Gower, Brian Rutledge and Holly Stoberski as Clark County hearing officers for an extended term ending January 2, 2028.
