The total Contract award is estimated in the amount of $5,898,384.30 should all renewal options be exercised, with increased user requirements included.

 

BACKGROUND: 

On September 5, 2023, Request for Proposal (RFP) No. 606590-23 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Proposals were requested for medical services  in two categories. The first category is nursing services and the second category is medical and dental services.

Proposals were received from the following firms in the nursing services category: FirstMed Health and Wellness Center (NBE), Foundation for Positively Kids, A Non-Profit Corporation (NBE), Syra Health Corporation (MBE), Tryfacta Inc. (NBE), ATC Healthcare Services, LLC (NBE), Adelphi Medical Staffing (NBE), Bamboo Family Clinic LLC (MBE), Kupplin Worldwide LLC (MBE).

Proposals were received from the following firms in the medical and dental services category: FirstMed Health and Wellness Center (NBE), Foundation for Positively Kids, A Non-Profit Corporation (NBE), Tryfacta, Inc. (NBE) and Adelphi Medical Staffing (NBE).

An Ad-Hoc Committee comprised of 3 individuals from Clark County Family Services reviewed and evaluated the proposals. After the evaluation, the Ad-Hoc Committee ranked the firms in the following order for nursing category: FirstMed Health and Wellness Center, Foundation for Positively Kids, A Non-Profit Corporation, Syra Health Corporation, Tryfacta Inc., ATC Healthcare Services, LLC, Adelphi Medical Staffing, Bamboo Family Clinic LLC, Kupplin Worldwide LLC. For the medical and dental services category, the firms ranked as follows: FirstMed Health and Wellness Center, Foundation for Positively Kids, A Non-Profit Corporation, Tryfacta Inc. and Adelphi Medical Staffing.

Subsequent to the evaluation of the written proposals, 2 firms were selected for oral presentations. After the oral presentations, the Ad-Hoc Committee ranked these short-listed firms in the following order: FirstMed Health and Wellness, and Foundation for Positively Kids, A Non-Profit Corporation.

The Ad-Hoc Committee recommends the selection of, and the Contract with FirstMed Health and Wellness Center.

The Contract is for medical services (nursing, medical and dental services) for the children and youth in the custody of the Clark County Family Services.

The following are the pertinent provisions of the Contract:
                     The term of the Contract is from December 1, 2024 through June 30, 2027, and includes the option to                      renew for 4, one-year periods.
                     Includes the option to increase the award amount up to 5% for possible price increases for renewal terms.
                     Included the County's option to terminate for cause, convenience or default and suspend the Contract with                      advance written notice.

The recommendation of award is in accordance with NRS 332.115.1 (b), the competitive bidding process is not required as the services to be performed are professional in nature. Pursuant to internal policies and procedures, Clark County solicited these services through the RFP process.

FirstMed Health and Wellness Center currently holds a Clark County Business License.
