BACKGROUND: 

Clark County Social Service requests that the Board of County Commissioners (Board) accept the award from HUD for the Southern Nevada CoC Planning Project and authorize the Assistant Director of Social Service or their designee to accept any grant funds awarded and continue a grant-funded position. This is a 12-month project.

The HEARTH Act of 2009 is the reauthorization of the McKinney-Vento Act, the Federal legislation that is funding homeless services under HUD.  With the implementation of the HEARTH Act, there was an opportunity to request funds to expand regional coordination efforts to support the local CoC in its efforts to end homelessness.  The Southern Nevada CoC Planning Project provides support for major efforts towards improving measurement and evaluation of regional responses towards ending homelessness, analysis of local data, monitoring of funded projects, facilitation of the CoC competition, and local implementation of national best practices for provision of services to those experiencing homelessness.  Due to COVID-19, HUD was given congressional approval to provide planning grants without hosting a 2020 CoC competition.  This is the 8th award for CoC planning.

Clark County will provide a match of $98,440 from Social Service staff salaries of those who work with the CoC. The costs for personnel for a grant-funded Management Analyst II (Data Analyst) are included.  This position will continue to provide the support for overseeing and evaluating regional efforts related to data collection, measurement, and analysis.
