Additional Comments:

The original estimated annual amount was funded at $150,000 with an annual increase of ten (10) percent. A new estimated annual amount of $250,000 with an annual increase of ten (10) percent will be allocated and spent based on approved budgets.

 

BACKGROUND: 

On November 5, 2024, the Board approved the award of District CBE No. 240007, for the purchase of manufacturer authorized equipment, parts, and technical support, which the District uses to support its water treatment operations, which includes, but is not limited to, solids separation, pumping, and ozone disinfection. To ensure uninterrupted operations, minimize downtime, and maintain critical processes, a readily available source of equipment, replacement parts, and technical support is necessary.  The currently approved amount of $150,000 has proven to be insufficient as a result of price increases and because the District’s need for equipment and parts exceeded original estimates.

Staff confirmed that DXP Enterprises, Inc. dba Cortech Engineering, LLC a DXP Company is the authorized sole source distributor of various manufacturer authorized equipment and parts that are compatible with the District's existing units.

Staff recommends that the Board approve and authorize the General Manager to increase the estimated annual amount to $250,000 (with an annual increase of ten (10) percent) and continue to issue purchase orders to DXP Enterprises, Inc. dba Cortech Engineering, a DXP Company, for the procurement of various manufacturer authorized equipment, parts, and technical support on an as needed basis, for as long as the competitive bidding exception applies. Staff will continue to submit an annual report to the Board detailing incurred expenditures.

In accordance with NRS 332.115.1 (a) & (d), the competitive bidding process is not required because the parts andequipment can only be purchased from a sole source distributor, and the equipment is compatible with existing equipment. Clark County Business License has determined that a business license or a business registration is not required because the items are being drop shipped. DXP Enterprises, Inc. dba Cortech Engineering, LLC a DXP Company is a large business enterprise (LBE).
