BACKGROUND:
The District’s treatment facilities utilize equipment manufactured by Wemco/Weir, Fairbanks Morse, Cascade Pump, Hidrostal, Wilo and UET Mixers, which are distributed by Flo-Systems, Inc. The District uses this equipment for grit unloading and pumping, primary and solids sludge transfer/dewatering, polymer feed and biofilter sumps. To ensure uninterrupted plant treatment operations and maintain critical processes, the District must have a readily available source of equipment, parts, and services to replace, maintain, and support continuous operation of this equipment, which includes, but is not limited to, different pumping units, motors, and controls.
Staff confirmed that Flo-Systems, Inc. is the only authorized sole source distributor of Wemco/Weir, Fairbanks Morse, Cascade Pump, Hidrostal, Wilo, UET Mixers and other manufacturer authorized equipment, products, and services.
Staff recommends that the Board approve and authorize the General Manager to issue purchase orders to Flo- Systems, Inc., for Wemco/Weir, Fairbanks Morse, Cascade Pump, Hidrostal, Wilo, UET Mixers and other manufacturer authorized equipment, parts, and services on an as needed basis. Staff will submit an annual report to the Board detailing incurred expenditures.
The following are pertinent provisions of the agreement:
• The term of the agreement is from date of award and will continue for as long as the competitive bidding exception applies, with a price increase not to exceed 10% for each year of the contract term;
• The agreement includes the option to terminate or suspend for cause or convenience with advance written notice of intent.
In accordance with NRS 332.115.1 (a) & (d), the competitive bidding process is not required because the parts, equipment and services can only be purchased from a sole source distributor and the equipment is compatible with existing equipment. Flo-Systems, Inc., (LBE) currently holds a Clark County business license.
