BACKGROUND:
Clark County has adopted, Chapter 4.35 to fund enhancements to Clark County’s 9 1 1 system and the acquisition and maintenance of portable and vehicular event recording devices, consistent with NRS 244A.7643 and for purposes authorized by NRS 244A.7645 and the County's Five-year 9-1-1 Master Plan.
Effective April 1, 2026, telephone companies will collect a monthly surcharge starting at $0.50 per access (local exchange) line, $5.00 per trunk line, and $0.50 per mobile telephone number.; The surcharge will increase annually by $0.10 for local exchange and mobile lines and $1.00 for trunk lines until reaching maximums of $1.00 for local exchange and mobile lines and $10.00 for trunk lines. Telephone companies may retain an amount equal to their collection cost and must remit net receipts to the County Treasurer by the 15th of the month following collection; amounts not remitted within 90 days incur a 5% penalty.
All surcharge revenues will be deposited into a newly created governmental fund and expended solely for purposes authorized by NRS 244A.7645. The ordinance also establishes the Clark County 9 1 1 Emergency Response Advisory Committee to develop, maintain, and annually review the Five Year Master Plan and recommend fund expenditures; membership, qualifications, terms, leadership rotation, bylaws consistent with Nevada’s Open Meeting Law, and county administrative support are specified. The County Manager is authorized to adopt procedures necessary to administer Board-approved transfers and review collection costs. Creation of the fund will enable the Finance Department to properly account for, budget, report, and monitor the fund’s revenues, expenditures, and performance.
