BACKGROUND:
In July 1973, the Sewage and Wastewater Advisory Committee (SWAC) was organized as required by NRS 244A.497. The purpose of the technical advisory committee is to advise the Clark County Board Commissioners on wastewater issues. On March 18, 2025, staff provided an update from SWAC. The committee meets quarterly to discuss wastewater flows, watershed issues, member updates, and, more recently, plans to advance an update to the Clark County Area-Wide Water Quality Management Plan.
SWAC is comprised of members representing Clark County, Clark County Water Reclamation District, Virgin Valley Water District, Las Vegas Valley Water District, Moapa Valley Water District, and Cities of Las Vegas, North Las Vegas, Henderson, Boulder City, and Mesquite.
In accordance with NRS 244A.497, the Clark County Board of Commissioners appoints two members to SWAC on behalf of Clark County, and two alternates, all of whom must be current employees actively engaged in the operation or management of sewer or water facilities.
In accordance with an existing Interlocal Agreement between Clark County and the Clark County Water Reclamation District (District), the District currently performs certain functions on behalf of Clark County to manage the County’s Water Quality Management Plan. In accordance with the Interlocal Agreement and NRS 244A.497, Terin George is a qualified individual to serve as a member. If approved, Clark County’s two members will be John Solvie and Joseph Leedy and the two alternate members will be Daylin Sigler and Terin George.
