BACKGROUND: 

On April 21, 2026, the Office of Sports and Special Events received an application from She's Got Game, LLC to hold the special event, Flavor Flav's SHE Celebration Parade, on July 16, 2026, at 3780 South Las Vegas Blvd, Las Vegas, NV 89109 (Toshiba Plaza). 

The special event is a celebration of female Olympians that will feature a parade along Las Vegas Boulevard that ends in Toshiba Plaza with presentations and performances. Attendance is expected to be approximately 10,000 spectators. The parade is planned to begin at Bellagio, travel south on Las Vegas Boulevard, then head west on Bruno Mars Drive to Toshiba Plaza. The parade is expected to last about 45-60 minutes, with the entire event totaling approximately 2 hours. Event setup is scheduled to begin on July 16, 2026, at 6:00 AM, with breakdown anticipated to be completed by 2:00 AM on July 17, 2026.

Under Clark County Code 2.70.050(E), an applicant for a Special Event Preliminary Approval may be required to appear before the Board for a public hearing under certain conditions. A public hearing is required for this application because the event will require a road closure of the Las Vegas Boulevard and/or will have significant impact on the roadways adjacent to Las Vegas Boulevard. Due to the parade, this Special Event also has the potential to cause disorder, disturbances, excessive loitering, nuisances at or near Las Vegas Boulevard.

Staff recommend that the Board consider whether to approve or deny the application, and if approved, whether any conditions should apply.
