BACKGROUND:

Nevada Revised Statute (NRS) 277.180 authorizes public agencies to contract with any one or more public
agencies to perform any governmental services, activity or undertaking which any of the public agencies entering
into the contract is authorized by law to perform. If it is reasonably foreseeable that a public agency will be
required to expend more than $25,000 to carry out an interlocal contract, NRS 277.180 requires that the interlocal
contract be ratified by appropriate official action of the governing body of each party to the contract as a condition
precedent to entry into force.

Clark County enters into numerous interlocal contracts valued at $25,000 up to $100,000. To more efficiently and
effectively facilitate the day-to-day operations of the County, it is in the best interest of the Board of County
Commissioners (Board) to delegate authority to the County Chief Financial Officer, or their designee, to approve
and execute interlocal contracts valued at $25,000 up to $100,000.

All Interlocal Contracts executed pursuant to this Resolution shall be reported to the Board in writing through the
agenda process, or by other means, on a quarterly basis.
