BACKGROUND:
Clark County Social Service (CCSS) requests that the Board of County Commissioners accept the renewal of award from the U.S. Department of Housing and Urban Development (HUD) for New Beginnings (NB) to provide permanent supportive housing to households experiencing chronic homelessness; authorize the continuation of one (1) grant funded position; authorize the Assistant Director of CCSS or their designee to sign all grant documents; and accept any grant funds awarded.
On January 29, 2021, the U.S. Department of Housing and Urban Development (HUD) awarded $2.5 billion to support local homeless assistance programs across the nation. Due to the pandemic, HUD was given congressional approval to renew 2019 CoC projects instead of hosting a 2020 CoC competition. The renewal amounts differ slightly from the previous award due to changes in local fair market rents (FMR).
Clark County Social Service (CCSS) has previously applied for New Beginning (NB) through the Southern Nevada Homelessness Continuum of Care (CoC) consolidated grant application process which was submitted to HUD in 2019. The renewal award reflects an increase to FMR.
NB provides 137 units of permanent supportive housing (PSH) to individuals experiencing chronic homelessness, as defined by HUD. Stable housing placement is provided in coordination with match and leveraged resources for wraparound intensive case management and supportive services to increase client success.
NB has been renewed for $1,637,440 for twelve (12) months of services with a project term of July 1, 2021 through June 30, 2022, and the grant includes annual renewal options through the local CoC process. NB will receive in-kind matching resources of $403,360 from the CCSS Intensive Case Management Contract with HELP of Southern Nevada. Grant funds will be used to support one Part Time Hourly Management Assistant to conduct monthly quality assurance reviews and support the work of this grant.
