BACKGROUND: 

There are five (5) single-stage centrifugal-geared blowers that are used in Blower Building 1 at the North Aeration Basins located at the Flamingo Water Resource Center (FWRC). These five (5) blowers provide air for the treatment processes that occur within each of the eight (8) aeration basins.

Project No. 21003, FWRC Membrane Fittings and Secondaries Blower 1-8 Replacement, will include the removal and replacement of five (5) blowers, the removal of suction and discharge piping, variable frequency drives, and two (2) motor control line up (MCLU) cabinets, and the installation of new switchboards and other necessary appurtenances. The scope also includes electrical and structural work including two (2) new portable generator termination cabinets, and the installation of new conduit and cable.

A request for bids was published on October 14, 2025, in the Las Vegas Review-Journal and was posted on the District's website and the Nevada Government eMarketplace (NGEM). Bids were received and publicly opened on December 18, 2025, at 2:00 PM. Four (4) bids were received:

Staff recommends the Board approve the selection of, and authorize the General Manager to sign a contract with, Sletten Construction of Nevada, Inc., as the lowest responsive and responsible bidder. Sletten Construction of Nevada, Inc. holds a Clark County business license.
