BACKGROUND: 

Clark County Social Services (CCSS) requests that the Board of County Commissioners approve the Local Law Enforcement Advisory Committee (LLEAC) recommendation to allow CCSS to make autonomous budget modifications up to 15% of the total award amount. These modifications will be managed by the CCSS JAG team following written protocol that supports reallocation, as needed, to ensure the project is able to expend the full annual award and achieve the expected and stated goals.

On April 6, 2026, the Local Law Enforcement Advisory Committee (LLEAC) reviewed project reallocations and recommendations from CCSS and agreed that moving forward, CCSS could make budget modifications up to 15% of the total award with notification to the LLEAC instead of reconvening for preliminary approval. This process will improve efficiency in the administrative processing of subgrants. CCSS has written protocol to ensure multiple layers of staff have reviewed and approved any budget modifications prior to issuing any resolutions or purchase orders.
