BACKGROUND:
On June 6, 2023, Request for Proposal (RFP) No. 606643-23 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Proposals were requested from general contractors to perform Construction Manager at Risk (CMAR) services for Downtown Judicial Campus Phased Tenant Improvements.
Proposals were received from the following firms: CORE West, Inc. dba CORE Construction (NBE) and Taylor International Corp. (NBE).
An Ad-Hoc Committee comprised of 6 individuals from Clark County Real Property Management and representatives from Tate Snyder Kimsey Architects, LTD. dba TSK Architects reviewed and evaluated the proposals. After the evaluation, the Ad-Hoc Committee ranked the firms in the following order: CORE West, Inc. dba CORE Construction, Taylor International Corp.
Subsequent to the evaluation of the written proposals, 2 firms were selected for oral presentations. After the oral presentations, the Ad-Hoc Committee ranked these short-listed firms in the following order: CORE West, Inc. dba CORE Construction, Taylor International Corp.
The Ad-Hoc Committee recommends the selection of CORE West, Inc. dba CORE Construction.
The selected firm will provide pre-construction services for Downtown Judicial Campus Phased Tenant Improvements which includes a 21 step phasing plan to demolish, renovate and consolidate four (4) main judicial branches: Justice Court, District Court, County Clerk and the District Attorney.
Following completion of the design and as part of the preconstruction services, the selected CMAR will prepare a Guaranteed Maximum Price (GMP) proposal for the construction phase of the project. If negotiations are not successful, the County may bid and award the construction contract as allowed by Chapter 338 of the NRS.
The following are the pertinent provisions of the Contract:
• The term of the Contract shall from the date of the Notice to Proceed through Final Completion of Preconstruction Services, unless such date is amended by the County.
• Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
The recommendation of award is in accordance with NRS 338.16935, contract between construction manager at risk for certain preconstruction services.
CORE West, Inc. dba CORE Construction currently holds a Clark County Business License.
