BACKGROUND:
On November 16, 2023, Request for Qualification (RFQ) No. 606808-23 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Submittals were requested for legal representation to Clark County for a variety of legal issues.
Submittals were received from the following firms: Hanley Law Firm, PLLC (NBE), Koeller Nebeker Carlson & Haluck, LLP (NBE), Lee, Landrum and Ingle (NBE), Lewis Brisbois Bisgaard & Smith LLP (NBE) and Wiley Petersen (NBE).
An Ad-Hoc Committee comprised of 3 individuals from County District Attorney and Administrative Services reviewed and evaluated the submittals. After the evaluation, the Ad-Hoc Committee ranked the firms in the following order: Lewis Brisbois Bisgaard & Smith LLP, Hanley Law Firm, PLLC, Wiley Petersen, Koeller Nebeker Carlson & Haluck, LLP, Lee, Landrum and Ingle.
The Ad-Hoc Committee recommends Hanley Law Firm, PLLC, Koeller Nebeker Carlson & Haluck, LLP, Lee, Landrum and Ingle, Lewis Brisbois Bisgaard & Smith LLP and Wiley Petersen.
This Contract is for Civil Defense Legal Services for Clark County for a variety of legal issues.
The following are the pertinent provisions of the Contract:
• The term of the Contract is from date of award through June 30, 2028 and includes the option to renew for 2, one-year periods.
• Either party my terminate upon thirty (30) days written notice should the other party fail substantially to perform in accordance with its terms through no fault of the party initiating the termination.
Additional providers identified will be qualified by Clark County District Attorney in accordance with the requirements of the RFQ and Purchasing and Contracts will execute the Master Contract with these providers.
The recommendation of award is in accordance with NRS 332.115.1(b), the competitive bidding process is not required as the services to be performed are professional in nature. Pursuant to internal policies and procedures, Clark County solicited these services through the RFQ process.
Hanley Law Firm, PLLC, Lewis Brisbois Bisgaard & Smith LLP and Wiley Petersen currently holds Clark County Business Licenses and Koeller Nebeker Carlson & Haluck, LLP and Lee, Landrum and Ingle currently holds Vendor Registrations.
