BACKGROUND:
Assembly Bill (A.B.) 175 of the 2023 Legislative Session adds four (4) non-voting members to the Clark County School District Board of Trustees (Board of Trustees). One of the non-voting members must be appointed by board of county commissioners of the county in which the school district is located who must also reside in the school district; and three (3) non-voting members must be appointed by the governing bodies of the three (3) most populous incorporated cities in the county in which the school district is located, with each governing body appointing one member who must reside in the city of the governing body that appoints him or her.
The non-voting member appointed by the Clark County Commission (County Commission) will serve a four-year term and shall have the same rights and responsibilities as the voting members of the Board of Trustees, including being involved in any briefings, interviews, evaluations, closed-door sessions, and policy and operational discussions. The non-voting member does not have voting rights or the authority to serve as an officer of the CCSD Board of Trustees.
As provided in NRS 386.320, each member of the Board of Trustees must receive a salary of $750.00 per month.
Additionally, the non-voting member appointed by the County Commission serves at the pleasure of the County Commission.
Staff received 29 completed applications from those interested in serving as the non-voting member.
Staff also received an incomplete application from Shelley Bonner-Carson. She did not submit an application form or cover letter. Staff requested the additional documents but did not receive them. While her application is incomplete, she is still eligible for appointment.
A.B. 175 requires that appointments occur no later than 30 days and no sooner than 90 days before the commencement of the term.
The County Commission is asked to appoint one non-voting member to the Board of Trustees for a four-year term commencing January 1, 2024. In addition, the County Commission shall provide guidance and direction to the non-voting member regarding their goals for the public education system and how to provide timely reports to the County Commission.
