BACKGROUND: 

On March 18, 2013, Thomas Minwegen was appointed to the position of General Manager. Under his leadership, the District has advanced in meeting its mission of treating the wastewater for unincorporated Clark County while emphasizing water recovery, replenishment, reclamation and sustainability as one of the most stable and reliable water resources for Southern Nevada. The District’s continued success is in the midst of continued sustained population and economic growth in the Las Vegas Valley, currently resulting in the treatment of an average daily wastewater flow of approximately 108 million gallons at the District’s Flamingo Water Resource Center. The District also operates and maintains wastewater treatment facilities in Laughlin, Searchlight, Indian Springs, Moapa Valley and Blue Diamond.

An employment contract for the District’s General Manager is being pursued to gain consistency with other similarly positioned organizational leaders, and add formality, clarity, and public transparency to the General Manager’s employment. The attached agreement shall be effective from February 6, 2024 through February 6, 2027, and sets forth the terms and conditions of employment and compensation for the General Manager.
