BACKGROUND: 

In February 2022, Clark County's first Broadband Action Plan was endorsed by the Clark County Board of County Commissioners (BCC). The Broadband Action Plan established a framework for expanding broadband access through coordinated regional action and partnerships. Since then, Clark County has navigated evolving state and federal broadband programs while working with public and private partners to strengthen broadband infrastructure and increase connectivity throughout the community. These efforts have positioned the County with the resources needed to support broadband implementation and future expansion.

Clark County's broadband programs are designed to advance three (3) goals that connect Internet access directly to resident outcomes. The three (3) goals are:

1. Broadband Access:  This goal expands broadband infrastructure to underserved locations, provides more consumer choice, and connects County facilities to middle-mile infrastructure.

2. Digital Skills & Adoption: This goal connects County residents to affordable Internet plans and low-cost device programs while also improving digital literacy, telehealth access, and workforce readiness.

3. County Capacity:  This goal focuses on developing a digital skills hub to coordinate service delivery across departments, establishing an Internet Offer Finder tool, and activating a coalition of organizations to support program delivery.
