Conduct a public hearing to review the award recommendations of the Community Development Advisory Committee (CDAC) for the FY 2025-2026 HUD Emergency Solutions Grant (ESG) funds; select projects for inclusion into the FY2025 HUD Annual Action Plan, for a total of $735,457 in FY 2025-2026 Emergency Solutions Grant (ESG) program funds, to provide Homelessness Prevention services to individuals and families at risk of entering homelessness, as well as for Homeless Management Information System (HMIS) licensing for the comparable domestic violence database; and authorize the County Manager, or his designee, to (1) accept grant funds and allocate according to the chosen plan(s) of action, and (2) to execute any necessary documents related thereto. BACKGROUND:
Clark County is eligible to receive FY 2025-2026 ESG program funds in the approximate amount of $735,457* from the U.S. Department of Housing and Urban Development (HUD). The objective of these funds is to engage individuals and families experiencing homelessness; improve the number and quality of emergency shelters; aid in the operation of those shelters; provide essential services to shelter residents; rapidly rehouse those experiencing homelessness by helping them to regain stability in permanent housing; and prevent homelessness.
In response to the solicitation for proposals, five (5) project applications were received totaling a funding amount of $821,365. On March 3, 2025, an ad hoc committee consisting of members of the Community Development Advisory Committee (CDAC) and the Southern Nevada Homelessness Continuum of Care Programs Committee determined the ESG allocation recommendations attached as well as contingency plans for funding discrepancies. These recommendations were accepted by the full CDAC on March 4, 2025.
The Board of County Commissioners has the final authority over the allocation of these funds, subject to the County meeting federal requirements. The allocations approved by the Board of County Commissioners will be incorporated into the FY 2025 HUD Annual Action Plan. This agenda item allows the County Manager or his designee to approve and sign necessary agreements and associated documents for the ESG program.
*Clark County has not yet received notice of the official ESG award amount for FY 2025-2026; allocation of all ESG awards is contingent upon actual receipt of federal ESG funds from HUD.
