Conduct a public hearing and approve, adopt, and authorize the Chair to sign an ordinance to amend Clark County Code Title 8, Chapter 8.20 and Chapter 8.24 regarding the handling, transport, and delivery of liquor; adding a new section to provide for the licensure of liquor delivery support services; revising the exceptions for the off-premises delivery of alcohol by package liquor licensees to include liquor stores, grocery stores, and liquor delivery support services; adding a section to prohibit the employment of minors to sell or handle liquor; establishing operational requirements for the delivery of liquor to a consumer in certain areas by a grocery store, liquor store, or a liquor delivery support service; requiring work identification cards for any person employed by a liquor delivery support service; and providing for other matters properly related thereto. BACKGROUND:
On April 4, 2023, the Board directed staff to prepare an ordinance to the Clark County Code to allow for the delivery of liquor from licensed retail liquor stores and third-party delivery companies to consumers, pursuant to NRS 369.489 and the Nevada Tax Commission regulation LCB File No. R068-21.
This proposed ordinance was introduced at the October 1, 2024, at the Board of County Commissioners' meeting, and a public hearing was scheduled for November 5, 2024.
Staff recommends approval of the ordinance to amend Title 8, Chapters 8.20 and 8.24 of the County Code.
