BACKGROUND:
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020 was signed into law to assist communities in their efforts to prevent, prepare for, and respond to the novel coronavirus COVID-19. The CARES Act allocated a total of $14,444,984 in CARES Act CDBG-CV to Clark County.
On July 7, 2020, the Board of County Commissioners approved the submittal of the FY 2020 Action Plan for Housing and Community Development to the U.S. Department of Housing and Urban Development (HUD), which HUD subsequently approved.
On December 1, 2020, the Board of County Commissioners approved the submittal of a Substantial Amendment to the 2020 Action Plan for Clark County to receive and administer the $14,444,984 in CARES CDBG-CV funding from HUD, including CDBG Round 1 (CDBG-CV1) of $4,731,978 and CDBG Round 3 (CDBG-CV3 Part A) of $9,713,006. It also included the approval to create limited permanent grant-funded staff positions to CDBG-CV funding; one (1) grants coordinator (C29) and two (2) part-time management assistants.
On September 6, 2022, the Board of County Commissioners approved the Fifth Substantial Amendment to the FY 2020 Action Plan for Housing and Community Development to reprogram $3,646,254.97 of CDBG-CV funds from Homeless Services to Emergency Payments (Rents) and $433,349 of Public Services to Public Facilities (Fire Stations/Equipment) activities in response to COVID-19 related housing and health needs including homeless households which are highly vulnerable to poor outcomes.

The purpose of the Sixth Substantial Amendment to the FY 2020 Action Plan for Housing and Community Development is to reprogram $4,000,000 of CDBG-CV funds from Homeless Services to Public Facilities activities.
The reprogrammed funds will support the construction of property for The YMCA of Southern Nevada’s Torrey Pines Early Learning Village project. This initiative will transform a pop-up preschool model into a permanent early childhood education (ECE) facility located at the Torrey Pines Community Recreation Center. The acquisition will enhance the YMCA’s capacity to deliver essential services and implement preventative measures aimed at protecting vulnerable populations from future pandemics similar to COVID-19.
The Sixth Amendment submitted to HUD for approval includes CDBG-CV funding as outlined.
The District Attorney's office has reviewed and approved this Substantial Amendment as to form.
