Whitney Lift Station Rehabilitation

BACKGROUND: 

Whiney Lift Station is a critical lift station serving the southeast portion of the valley. Since its construction in 1997, the system has seen a rise in the flushing of wet wipes and other non-dispersible solids, leading to pump clogs, failures, and increased maintenance demands. This project will restore operational reliability by rehabilitating the Lift Station and its force mains to meet the District's current design standards.

On August 25, 2020, the District advertised a Request for Proposals from contractors to serve as Construction Manager at Risk (CMAR) for Project No. 19100, “Whitney Lift Station Rehabilitation”. On October 8, 2020, Las Vegas Paving Corporation (LVP) along with three other contractors submitted proposals. The proposals were evaluated and ranked by a panel comprised of District Design Engineering and Construction Management staff. All four respondents were invited to interview on January 20, 2021, and were required to submit a firm price for preconstruction services and a percentage price of the cost of work to serve as the contractor’s profit. Once again, all four contractors were evaluated and ranked by District staff. Las Vegas Paving ranked the highest.

On May 18, 2021, the Board of Trustees approved and authorized the General Manager to sign a contract with Las Vegas Paving Corp. to provide preconstruction services for the Whitney Lift Station Rehabilitation, Project No. 19100, under a Construction Manager at Risk (CMAR) project delivery method.

The design work is complete. Staff has negotiated a contract with Las Vegas Paving Corp. to construct the project for a guaranteed maximum price (GMP) of $ 99,253,641. Staff secured the services of an independent cost estimating firm to ensure the negotiated cost of the work is fair and reasonable.

Staff recommends the Board approve and authorize the General Manager to sign a contract with Las Vegas Paving Corp., a Nevada Business Enterprise. Las Vegas Paving Corp. currently holds a Clark County business license.
