BACKGROUND:
On October 2, 2019, The Board of County Commission created the 1 October Memorial Committee (Committee), which was tasked with developing ideas and recommendations for the creation and implementation of the 1 October Memorial.
On September 5, 2023, the Board of County Commission selected JCJ Architecture, PC as the primary design concept for the 1 October Memorial and dissolved the Committee.
On April 2, 2024, the Board of County Commission designated the Vegas Strong Fund as the non-profit corporation in charge of fundraising, designing, and constructing the 1 October Memorial. In addition, the County Commission approved all the donations collected by the Clark County Parks and Recreation Department be transferred to the Vegas Strong Fund.
On July 16, 2024, the Board of County Commission authorized the allocation of $1,000,000 in Clark County Outside Agency Grant (OAG) Funds to the Vegas Strong Fund to assist with administrative and design services relating to the 1 October Memorial.
On April 1, 2025, the Board of County Commission authorized and allocated $1,400,000 of Clark County Capital Funds for an Outside Agency Grant to the Vegas Strong Fund to assist with administrative costs related to management and oversite of fund raising efforts, design, and construction and maintenance of the memorial.
At this time, Vegas Strong Fund is actively pursuing fund-raising efforts and asked the County to contribute up to $10,000,000 for a portion of the construction costs needed to complete the memorial. If the Board elects to earmark this amount from the County's Capital program, staff will prepare a Donation and Grant Agreement, with related terms, and will seek approval at a future Board meeting.
