BACKGROUND: 

On December 1, 2020, the Board of County Commissioners approved the Substantial Amendments for both CDBG-CV and ESG-CV funds awarded to Clark County through the 2020 CARES Act bringing $29 million in new funds. Four full-time positions and 8 part-time positions were created using these funds. These funds are managed in the Department of Social Service by the Community Resources Management unit which does not have an Assistant Manager position and manages over $25 million in non-CARES grant funds annually.

In order to ensure that the CDBG-CV and ESG-CV grants are expended in the limited time frames allowed by HUD, to assist in the implementation of the programs being created to use these funds, to ensure compliance with the myriad federal regulations tied to these funds, and to assist in the management of additional funds being allocated through the recent American Rescue Plan, it is necessary to create an Assistant Manager position. Grant funds will be used to pay for all the salary, benefits, and supplies necessary for this position. There are sufficient funds currently outlined in the HUD Substantial Amendment administrative allocations to cover these costs.
