BACKGROUND: 

At the May 16, 2023, Board meeting, Chair Gibson requested that the County Manager's Office review ethical processes and procedures to ensure transparency and accountability throughout Clark County.

The proposed amendments to Chapter 2.42 provide for revisions to the Commissioner disclosure process, clarifications to cooling off periods, and revisions to the training requirements for ethical standards, including annual ethics training for the Commissioners, employees within Commission offices, County management employees, and members of the Clark County Planning Commission.

In addition, the proposed amendments will authorize the County Manager to issue an annual statement of incompatible activities to the Commissioners, senior management employees, employees within Commission offices, and other staff identified by the County Manager. The statement of incompatible activities will include those activities that are inconsistent, incompatible, or in conflict with the duties of the Commissioners and designated employees.

The proposed ordinance is scheduled for introduction at the November 21, 2023, Board meeting. Staff recommends a public hearing for December 5, 2023 at 10:00 a.m.
