BACKGROUND: 

In accordance with Title 49 of the U.S. Code of Federal Regulations (CFR) Parts 23 and 26, as a recipient of federal transportation funds, the Department of Aviation (DOA) is required to administer a Disadvantaged Business Enterprise (DBE) Program for federally funded projects and for airport concessions. Accordingly, the Director of Aviation entered into an authorized agreement with the Regional Transportation Commission of Southern Nevada (RTC) for a Disparity Study (Study) administered by BBC Research & Consulting (BBC). 

BBC, DOA, and RTC met with local chambers and other key stakeholders to explain the Study scope and solicit input. In addition, several public meetings were held to collect data and receive input. The notifications for these meetings were sent to local chambers of commerce, and over 100 local, small, minority and women-owned businesses, along with other stakeholders. BBC conducted in-depth market research on the availability, capabilities, and challenges faced by Southern Nevada based companies, and conducted statistical analysis, while undergoing extensive legal review to ensure compliance with federal regulations.

The Study focused its research on local market conditions in Southern Nevada and suggests, based on anticipated types and sizes of previously FAA-funded projects, that 18.6 percent serve as a discussion point in analyzing construction, professional services, goods, and support services (15 percent in 2018 for the entire state of Nevada). DOA will remain strongly committed to ongoing compliance with the U.S. Department of Transportation’s CFR, Title 49, Part 23 and Part 26, by continuously verifying firms are DBE certified or Airport Concessions Disadvantaged Business Enterprise (ACDBE) certified to participate in these programs. Therefore, we propose a DOA certifiable DBE/ACDBE goal of 16 percent.

The DOA held a virtual outreach meeting with stakeholders on July 8, 2024, to discuss the methodology and results of the Study.

The DOA will continue its outreach to local firms and host workshops on doing business at Harry Reid International Airport to support these DBE goals.
