BACKGROUND:
On November 23, 2019, the County and Primecare Administrators, Inc. (Provider) entered into a Dental Network Access Agreement (Original Agreement) to provide access of dental services to underprivileged and underserved persons in Clark County as part of a community and social services outreach program pursuant to NRS Chapter 428.
Since 2019, the Provider has served 359 individuals, inclusive of on-site dental assessment and medically necessary procedures. While pandemic restrictions delayed the total impact to the community over the past several years, there have been nine (9) events in calendar year 2023. The 2023 events have also spanned both rural and urban Clark County with four (4) of the nine (9) events occurring in rural areas such as Sandy Valley and Searchlight.
The County and the Provider would like to expand the mobile health, social, and wellness services. On June 29th, 2023, the County and the Provider entered into the First Amendment to the Original Agreement to provide funding for PCA to purchase two (2) mobile health units to expand the Provider's ability to serve the community. The First Amendment provided that the County would compensate the Provider in an amount equal to a deposit for the two (2) mobile health units not to exceed 25% of the total cost of the mobile units.
Due to the expansion of the services provided by the two (2) mobile health units, the County and the Provider have agreed to revise certain terms and provisions of the Original Agreement to clarify and to ensure continued access to the provisions of health care and mental health services. In addition, the amended Agreement provides the balance of funding for the Provider to purchase the two (2) mobile health units and the establishment of an Event Minimum Rate for each event that a mobile health unit is deployed to.
The initial term of the amended Agreement shall be September 5, 2023 to June 30, 2024. Following the initial term, the amended Agreement shall automatically be renewed for up to four (4) successive one-year periods following the initial term unless terminated pursuant to the provisions of the amended Agreement.
The County Commission is asked to authorize the Chair to sign the Amended and Restated Health Care and Mental Health Network Access Agreement.
