BACKGROUND:
On March 3, 2015, the Board of County Commissioners (Board) approved the award of CBE No. 603612-15 for Merchant Bankcard Services, to Wells Fargo Merchant Services L.L.C. and Wells Fargo Bank, N.A.(LBE) for merchant bankcard services which provide payment options to all customers of Clark County through multiple payment channels, for example: website, interactive voice response systems, over-the-counter (card-swipe) terminals, and mobile computing devices.
The following are the pertinent provisions of the Contract:
• The term of the Contract was from June 2, 2015 through February 28, 2019, and automatically renewed for 2, two-year periods.
• Included the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
Amendment No. 1 incorporated additional treasury services which allowed the County to manage its overall service needs more effectively.
Amendment No. 2 incorporated Government/Public Institution Service Fee Services. This service allowed the County to pass the fees associated with processing credit card or signature debit card eligible transactions within a particular payment channel to the customer as a "service fee" or "convenience fee" as used in applicable card organization rules. Examples of such transactions are tax payments, fines, court costs and miscellaneous government services. The fee, charged as a separate transaction by Wells Fargo on behalf of Clark County in connection with eligible transactions, is used to pay transaction and processing services fees provided by Wells Fargo, which is 2.12% of the applicable transaction amount.
Approval of Amendment No. 3 will extend the Contract term through August 31, 2025. The attached Amendment No. 3 document details the modifications and costs involved.
The Business License Department has determined that a Clark County Business License is not required for this effort.
