Approve and authorize the Community Housing Administrator to nominate a 20-acre site known as APN# 177-11-401-004, a Bureau of Land Management (BLM) site reserved by the County for affordable housing located at the northeast corner of I-215 and Windmill Lane, for use as affordable housing pursuant to Section 7(b) of the Southern Nevada Public Lands Management Act; approve and authorize the Director of Real Property Management to accept conveyance of the site from the BLM, and subsequently transfer the site via quitclaim deed and disposition and development agreement to Coordinated Living of Southern Nevada for the development of affordable housing; and authorize the Director of Real Property Management, or her designee, to sign any documents related thereto (For possible action.)

BACKGROUND:
In response to the unprecedented crisis in housing affordability and availability in Southern Nevada, the Board of County Commissioners (Board) has taken significant steps to subsidize and incentivize the development of low- to moderate-income housing through the Welcome Home programs. As a part of these efforts, the County is working through a list that the Board has approved of Bureau of Land Management (BLM) sites reserved for affordable housing development pursuant to Section 7(b) of the Southern Nevada Public Lands Management Act.
This item is to authorize the Community Housing Administrator to submit a BLM Nomination application for one of the reserved sites, APN# 177-11-401-004. BLM parcels nominated through this process are currently sold for $100/acre. This 20-acre site is located at the northeast corner of I-215 and Windmill Lane and is adjacent to the south of a County-owned site recently awarded to Coordinated Living of Southern Nevada/Ovation that will be developed into 363 attainable rental units for seniors at 60% of the Area Median Income (AMI) for Las Vegas, and below.
This item is also to authorize the Director of Real Property Management to accept the conveyance of the site from the BLM, and to subsequently lease or transfer the site via quitclaim deed to Coordinated Living of Southern Nevada/Ovation for the development of 320 attainable multi-family housing units for families at 60% AMI and below, subject to a disposition and development agreement. The proposed housing will be highly amenitized and include one and two bedroom units across two four-story elevator buildings with conditioned interior corridors, laundry hook-ups and resident services.
