BACKGROUND: 

In November of 2023, an application process was opened for the development or rehabilitation of permanent supportive housing (PSH) units.  This funding round was initiated to address the dire need for housing units for the most vulnerable in our community - those who need housing with very low rents, case management and other supportive services in order to remain healthy and successfully housed.  The Community Housing Office received 15 applications for funds for both development as well as services, totaling requests of over $70 million.  Staff worked with the Community Development Advisory Committee and an underwriting specialist to carry out a substantial review and analysis of the applications.  Some of these applications for PSH will be funded through HUD HOME-ARP and Community Housing Funds; however, staff is recommending $2,200,000 in Human Services and Education Sales Tax Funds be provided to fund services at the South Nellis Supportive Housing development.

The South Nellis Supportive Housing development will be built by Coordinated Living of Southern Nevada, Inc. and will include 50 units for extremely low income households with serious and persistent mental illness, including those exiting homelessness.  Supportive services at South Nellis will be provided by Mojave Counseling and will include case management, medical and mental health services.

Pursuant to Commission approval, staff will draft grant a funding agreement for awardee and submit that for signature by the County Manager or her designee. Further, Clark County will be responsible for monitoring the project to ensure that the services provided comply with the PSH Program Guide as well as the executed funding agreement.
