Original contract amount $2,155,063.00.  Amendment No. 1 increased the contract by $13,000,000, Amendment No 2 increased the contract amount by $8,412,694.84, and Amendment No.3 will increase the contract amount by $765,969.27 for a new total contract amount of $24,333,727.11.

 

BACKGROUND: 


On April 5, 2022 the Clark County Board of Commissioners (Board) originally approved the interlocal agreement between The State of Nevada Department of Health and Human Services Division of Health Care Financing and Policy and Clark County Department of Family Services in the amount of $2,155,063.00.

On May 2, 2023, the Board approved Amendment No. 1 to increase the maximum amount from $2,155,063.00 to $15,155,063.00 due to the increased need for TCM services.  The original interlocal amount did not include costs associated with TCM.  Amendment No. 2 increased the maximum amount from $15,155,063.00 to $23,567,757.84 due to higher-than-expected cost settlements for TCM.

This Amendment No. 3 changes Public Entity #1's name to Nevada Health Authority Director's Office, per the 83rd Legislative Session SB494 and revises Attachment A - Scope of Work to reflect the name change where applicable. It also increased the maximum amount from $23,567,757.84 to $24,333,727.11 due to higher-than-expected cost settlements for TCM & Administrative Services and updates Attachment B - Cost Breakdown.

The State of Nevada Department of Health and Human Services Division of Health Care Financing and Policy is the federally recognized agency authorized to receive Title XIX funding.  Approval of this amendment to the interlocal contract will provide Clark County Department of Family Services the ability to receive Federal reimbursement for Title XIX administrative costs and Medicaid services which may include, but not be limited to Targeted Case Management Services to eligible recipients under Titles XIX and XXI, utilization review, referral, arranging and follow up for Medicaid services, resolving Medicaid eligibility and coverage issues for the current and increasing needs of children in the child welfare system within Clark County.

The term  of the contract is from  July 1, 2022 through June 30, 2026, unless sooner terminated by either party as set forth in the Contract.

The Clark County Department of Family Services has reviewed the scope of work, contract language, and budget proposal and found them to be appropriate for the work to be performed.

In accordance with NRS 277.180, the parties are authorized to enter into interlocal contracts to perform governmental functions and activities.
