Ratify the application and acceptance of the subgrant award in an amount of $1,969,118 from the State of Nevada Department of Human Services, Division of Social Services for the period of July 1, 2026, through June 30, 2027, to support Rapid Stabilization of families impacted by substance misuse; approve and authorize the creation of one (1) Limited Permanent grant funded position: One (1) Eligibility Specialist (C24) for the period which grant funds are available; and authorize the County Manager or his designee to sign any additional grant documents related thereto and accept any funds awarded. BACKGROUND:
On April 14, 2026, Clark County Family Services (CCFS) applied for funding to provide rapid-response emergency assistance and stabilization services for families in crisis due to substance use. A notice of subaward has been received to support services aimed at strengthening family stability, prevent unnecessary foster care placements, and provide direct assistance to resolve immediate crises that threaten family stability, enabling children to remain safe in their homes or with relatives.
The awarded funds will be utilized to offer wrap-around, family-centered approach, combining multiple supports such as behavioral health, childcare, employment assistance, transportation, and parenting services. Services may include, but are not limited to:
• Basic Needs: Rent, utilities, groceries, formula, diapers, car seats, beds, clothing, and other stabilization items.
• Family Support: Day care, respite care, parenting classes, transportation, and job-find assistance.
• Clinical and Stabilization Services: Counseling, case management, crisis intervention, and home
management skills.
• Placement Support: In-home navigation, home studies, and licensing support for relatives and fictive kin.
In addition, funding will allow for the creation of one (1) Eligibility Specialist (C24) position to determine service eligibility, maintain required documentation, and ensure compliance.
Staff requests that the Board approve the creation of one (1) Limited Permanent grant funded position and accept
any funds awarded.
