BACKGROUND:
The purpose of the FY 2025-2029 HUD Consolidated Plan is to provide current information on local housing and community development needs, estimate future needs, and identify policies and strategies to address those challenges. Completion of the Consolidated Plan is required for Clark County to receive its HUD entitlement funding, including the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Program (HOME).
An Annual Action Plan is also required each year to identify the specific projects and activities to be funded. The FY 2025 Annual Action Plan outlines the allocations for CDBG, ESG, HOME, and the Nevada Account for Affordable Housing Trust Fund (AAHTF). The Consolidated Plan incorporates the submission of the 2025 Annual Action Plan, the 2025 Regional Fair Housing and Equity Assessment, and the 2024 Citizen Participation Plan.
On May 6, 2025, the Board of County Commissioners approved the FY 2025-2029 Consolidated Plan and the FY 2025 Annual Action Plan for Housing and Community Development. This agenda item is to request approval for a substantial amendment to the FY 2025-2029 Consolidated Plan and the FY 2025Annual Action Plan to add affordable housing as an allowed activity for CDBG funds, and to update the Economic Development activity to reflect that no projects were funded during the first program year.
The sections of the plans that are proposed to be changed include: ES-05 Executive Summary; PR-15 Citizen Participation; SP-45 Goals; AP-20 Annual Goals and Objectives; AP-35 Projects; AP-38 Project Summary.
Public comments have been solicited on both of these changes, and prior to its submittal to HUD, the Consolidated Plan and Annual Action Plan will be revised to incorporate any public comments received.
