BACKGROUND:
Clark County Social Services (CCSS) requests that the Board of County Commissioners authorize the County Manager, or his designee, to accept all subgrant funds awarded and execute any necessary agreements for the U.S. Department of Justice (DOJ), Office of Justice Programs, Bureau of Justice Assistance (BJA) funding under the BJA FY26 Edward Byrne Memorial Justice Assistance Grant (JAG) Program. North Las Vegas, serving as the fiscal agent and lead applicant, is responsible for submitting the single application on behalf of the disparate jurisdictions of Clark County and the cities of Las Vegas, North Las Vegas, and Henderson. These funds are intended to support local criminal justice initiatives that directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.
On August 25, 2026, BJA issued the Notice of Funding Opportunity and JAG allocations. Clark County has a "zero-count disparity" as one or more municipalities within Clark County are eligible for a direct award, but the county is not, yet the county is responsible for providing criminal justice services. In this case, the county is entitled to part of the award because it shares in the cost of criminal justice operations, although it may not report crime data to the FBI. The following funding distribution has been recommended by the Local Law Enforcement Advisory Committee (LLEAC) as part of the JAG application process: Henderson $86,247; North Las Vegas $111,008; City of Las Vegas $287,910; Clark County $431,863; City of North Las Vegas serving as the fiscal agent responsible for all applications, reporting, monitoring and related administrative tasks $101,891. City of North Las Vegas will issue required Memorandum of Understanding between all disparate jurisdictions and will provide subawards once funding is received through this grant process.
