BACKGROUND: 

On November 4, 2025, the Board of County Commissioners approved the 9-1-1 Surcharge 5-Year Master Plan to enhance emergency response capabilities through the effective implementation and management of a 9-1-1 surcharge as allowed by Nevada Revised Statutes (NRS). Pursuant to NRS 244A.7643(2) the adoption of a 5-year master plan is required prior to adopting an ordinance to impose a 9-1-1 surcharge.

The proposed ordinance accompanying this agenda item imposes a surcharge on all telephone customers within Clark County and creates a 9-1-1 Emergency Response Advisory Committee to develop, maintain, and annually review the County's Five-Year Master Plan for 9-1-1 services and recommend Surcharge expenditures to the Board.

Staff recommends that the ordinance to amend Title 4, Chapter 4.35 of the Clark County Code be introduced and a public hearing be set for January 20, 2026, at 10 a.m.
