BACKGROUND: 

On February 2, 2021, the Clark County Department of Family Services (CCDFS) received Notice of Subaward (NOSA) from the State of Nevada Department of Health and Human Services Division of Child & Family Services (DCFS) in the amount of $2,478,568 for Title IV-B, Subpart 2 Family First Transition Act funding. 

Funding received during the grant period will allow for a contractual partnership with Baldacci Consulting Group to establish a candidacy definition appropriate for Clark County; assess the current evidence-based programming available in Clark County; and evaluate and provide recommendations for Qualified Residential Treatment Program and specialized residential settings to maximize IVE funding.  In addition, CCDFS will take the necessary steps and approval to begin and expand as necessary the Federally Approved Families First Prevention Plan in Clark County.

The award process for this grant differs from the normal grant application process as funding is made available to the State and passed through to DFS without advance notice, application submission or competitive process.  The State has made the grant award contingent upon the submission of a signed NOSA which was submitted on June 28, 2021.

Staff requests that the Board ratify the submittal of the NOSA and accept any funds awarded.
