The initial Contract amount was $12,500,000, Amendment No. 1 had no fiscal impact. Amendment No. 2 reduced the Contract amount by $1,693,451. Amendment No. 3 reduced the Contract amount by $750,000. Amendment No. 4 reduced the Contract amount by $168,000. Amendment No. 5 will increase the Contract amount by $313,650, for a new total Contract amount of $10,202,199. |
BACKGROUND:
On November 20, 2018, the Board of County Commissioners (Board) approved the award of RFP No. 604763-18 for Securus Technologies, LLC (LBE) for the minimum revenue of $12,500,000 to provide inmate telephone services which encompassed all telephone equipment, installation, and operator services for three (3) separate detention facilities under Clark County Detention Services.
The following are the pertinent provisions of the Contract:
• The term of the Contract was from date of award through December 31, 2021, and included the option to renew for 2, one-year periods and included an additional 6 month extension. There are no renewal options remaining. • Included the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
Amendment No. 1 removed Single Call Collect Calling.
Amendment No. 2 reduced the minimum annual guarantee, adjusted the average daily population, length of stay, and monthly call volume.
Amendment No. 3 removed the minimum annual guarantee, capped the inmate phone calls to $0.16/minute, and added a monthly fee to County of $125,000.
Amendment No. 4 installed an additional feature to the software called Word Alert.
Approval of Amendment No. 5 will provide for an extension through September 7, 2024, to assist with transitioning to a new system with a different vendor. The attached Amendment No. 5 document details the modifications and costs involved.
Securus Technologies, LLC currently holds a Clark County Business License.
