BACKGROUND: 

The Nevada Attainable Housing Account (NAHA) was established by the Nevada Housing Access and Attainability Act (the Act) through Assembly Bill 540 in the 2025 Session.  AB540 provided up to $183M in financing for the development of attainable housing.  Pursuant to AB540's Allocation Plan adopted by the Nevada Housing Division, $25M has been allocated to local governments, as matching funds for any incentives provided to facilitate the development of attainable housing in their jurisdiction.  The initial amount of these funds available to Clark County is $7,945,524.57 and is based on the State Demographer's population numbers.  If approved, staff will submit an application to the State for the full amount of $7,945,524.57 and include any requested data or information.
