Holmatro Extrication Equipment and Parts

Additional Comments:

This funding increase of $1,600,000 will bring the total approval amount not to exceed $2,500,000 should all renewal options be exercised.

 

BACKGROUND: 

On June 5, 2023, in accordance with the NRS 332 Resolution approved by the Board of County Commissioners (Board), the Department of Finance, Purchasing and Contracts Division approved the award of CBE No. 606672-23 to Western Extrication Specialists, Inc. (LBE) in the amount not to exceed $900,000 for Holmatro extrication equipment and parts.

This Competitive Bidding Exception is for the purchase of Holmatro equipment and parts with Western Extrication Specialists, Inc. (LBE).

The following are the pertinent provisions of this approval:
                     The term of the approval is from date of award through June 30, 2024 and includes the option to renew                      for 4, one-year periods.  There are 3 renewal options remaining.
                     Clark County receives a 5% discount from list price and free shipping on all Holmatro Rescue tools.
                     Clark County is not under exclusive contract with Western Extrication Specialists, Inc. and therefore, can                      cease purchasing products at any time.

A revised Fiscal Directive No. 6, Competitive Bidding Exception, was approved because additional extrication equipment is required to support the continued growth of the valley. This has led to the opening of new fire stations and replacement of three aging engines with new units.

This approval will provide for the purchase of additional Holmatro extrication equipment and parts for the Fire Department.

The recommendation of award is in accordance with NRS 332.115.1(a), the competitive bidding process is not required as the item to be purchased is contracted from a sole source. (d) the competitive bidding process is not required as the equipment which, by reason of the training of the personnel or of an inventory of replacement parts maintained by the local government is compatible with existing equipment.

Western Extrication Specialists, Inc. currently hold a Clark County Business License.
