BACKGROUND:
On March 21, 2023, Clark County Family Services submitted a grant application to the Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services, for the Expansion and Sustainability of the Comprehensive Community Mental Health Services for Children with Serious Emotional Disturbances.
On April 18, 2023, the Board of County Commissioners (BOARD) approved the submission of this grant application, authorizing the creation of one (1) Family Services Specialist II (C28) position to support program implementation.
Subsequently, on November 21, 2023, the BOARD approved acceptance of the modified grant award in the amount of $2,634,952, which included the addition of one (1) Youth & Adult Intervention Specialist II (C29) position and an updated cash match of $1,205,523.
An initial carryover from year one budget to year two in the amount of $181,015.25 was approved by the Board on November 18, 2025. Those funds supported the ongoing services provided, staff training and program expansion efforts.
Carryover funds in the amount of $177,510.50 from Year Two Budget (original award amount of $710,042) are being requested for Year Three program activities. Acceptance of these carryover funds will specifically support ongoing service delivery, staff training, and program expansion efforts, in alignment with the grant’s requirements and the department's objectives and goals.
Staff requests that the Board approve the carryover allocation of funds awarded.
