BACKGROUND:
Project No. 20101, Collection System Capacity Upgrades, will relieve capacity constraints within the Las Vegas Valley by upsizing existing sewer pipes. This project will install approximately 6,319 linear feet of new 12- inch, 10-inch, and 8-inch diameter sewer pipes in Rochelle Ave, Warbonnet Way, Nevso Dr, Miller Ln, Teresita Ave, Simone Ave, Flamingo Rd, Russell Rd, Cameron St, Dewer Dr and Hacienda Rd, and install 33 new manholes.
A request for bids was published on May 16, 2023, in the Las Vegas Review-Journal and was posted to the District's website. Bids were received and publicly opened on June 29, 2023, at 2:00 P.M. Seven (7) bids were received:

In accordance with NRS 338.1385(5), if the governing body or its authorized representative has advertised for or requested bids in letting a contract, the governing body or its authorized representative must award the contract to the lowest responsive and responsible bidder.
Staff recommends the Board approve the selection of and authorize the General Manager to sign a contract with Harber Company, Inc dba Mountain Cascade of Nevada as the lowest responsive and responsible bidder. Harber Company, Inc dba Mountain Cascade of Nevada holds a Clark County business license.
