Title XX - Mental Health Services

BACKGROUND: 

The Clark County Department of Family Services (DFS) has received Title XX funding from the Department of Health and Human Services (DHHS) since 2006. These funds had been awarded to DFS as a block grant issued by the DHHS.  In October 2017 this pass through award was received as a separate line item in the annual state award to DFS and funded as a grant subaward through DHHS Office of Community Partnership and Grants.

Ratification of this item will allow DFS to fund a contractual agreement with a qualified provider of therapeutic mental health services. Services for children and families include clinical behavioral health services, mental health evaluation, individual therapy, supportive education and training, family counseling and medication management by board certified psychiatrists.  It is the goal of DFS to provide these services in hopes to reduce placement disruptions; decrease hospitalizations; reduce the amount of psychotropic medications; and help to increase permanency, wellbeing and safety for children in foster care. 

The award process for this grant differs from the normal grant application process as funding is made available to the state and passed through to DFS without advance notice, competitive process, or application submission.
